The Puritans left England and the Netherlands to get religious freedom for themselves. A lot changed between 1620 and the First Amendment. The first Congress was trying to block the type of religious persecution they had witnessed within their lifetimes, such as Anglicans whipping Baptists on the streets. At the same time, the New England states were eager to retain their state or town level establishments of religion.
