So I scanned your proposal. I have taught and reenacted the Constitutional Convention for years and even published a chapter in a book about it. I don't see your proposal addressing the issue of factions and self love that are discussed in especially Federalist Papers 10 and 51.

I think your plan might work in a smaller scale society, but I don't know how we could even begin to transition to it.

Historically a viable third party or parliamentary system might help in the United States. The problem is people get tired of one side being in charge and vote for the other side just to have a change.

In my small town in Massachusetts people sometimes hold resentments for a long time and don't deeply understand the political choices of the present moment.

We somehow have to rebuild trust and civil political discourse before we can seriously tweak the system we have. As our current president has proven, it is much easier to tear down the old than to build the new.
