My recollection is that the basis of the court's reasoning was that when congress had last passed an updated voting rights bill they had not updated their logic or data surrounding the question of which states and municipalities required preclearance. Congress could have easily fixed this if they could just get 60 senators to support restoring the preclearance requirement.
