I completely agree that homework can quickly devolve into busywork. I have mostly taught AP classes and having students read the textbook or equivalent readings is very important.

At my school we have been discussing how to reduce homework for years and how we can make it more meaningful. Large amounts of homework can exacerbate existing inequalities since students who need to hold down after school jobs can't possibly get as much work done as those who don't.

It is a great challenge. Unfortunately, meaningful homework reform can be very challenging to implement.
